母婴保健技术服务许可证是指由各级卫生行政部门对所辖区域的医疗行业，比如大型医院，诊所，社区医院等提供医疗卫生服务的单位发放的一种执业许可证。

母婴保健技术服务执业许可证的出现是为了进一步贯彻落实《母婴保健法》，规范母婴保健专项技术准入，加强专项技术服务和法律证件的管理，促进医疗保健机构依法提供母婴保健技术服务，卫生部决定在全省范围内开展母婴保健专项技术服务检查。对通过检查达到一定条件的医疗单位发放的一种行政证件，有效期限为三年。

医疗机构办理此证，可依照人员资质和场所要求，可申请以下技术服务项目：

遗传病诊断；

产前诊断；

婚前医学检查；

助产技术；

结扎手术；

终止妊娠手术；

其他。

同时拥有母婴保健技术执业许可证的单位还应履行以下义务与责

1.严禁进行非医学需要的胎儿性别鉴定和选择性别的人工终止妊娠；

2.严格执行和全力配合所辖计生委单位的计划人口与生育政策；

3.严格遵照相关文件规定，不得非法执业；

Maternal and infant health care technical service license refers to a kind of practice license issued by health administrative departments at all levels to the medical industry in the areas under their jurisdiction, such as large hospitals, clinics, community hospitals and other units providing medical and health services.

The emergence of the practice license of maternal and infant health care technical services is to further implement the maternal and infant health care law, standardize the access of special technical services for maternal and infant health care, strengthen the management of special technical services and legal documents, and promote medical and health care institutions to provide maternal and infant health care technical services according to law. The Ministry of Health decided to carry out the inspection of special technical services for maternal and infant health care throughout the province. An administrative certificate issued by a medical unit that meets certain conditions through inspection shall be valid for three years.
