进出口商品检验鉴定业务的检验许可是由各直属出入境检验检疫局受理，国家质检总局决定的行政审批。

根据国务院2014年08月12日发布的《国务院关于取消和调整一批行政审批项目等事项的决定》（国发），国务院决定进出口商品检验鉴定业务的检验许可由前置审批改为后置审批。外商投资进出口商品检验鉴定机构应当经过国家质检总局和商务部的许可，并依法履行工商登记手续后，方可办理进出口商品检验鉴定业务。

未经许可和登记注册的进出口商品检验鉴定机构不得承担委托的进出口商品检验鉴定业务。

The inspection license for the inspection and appraisal of import and export commodities shall be accepted by the entry-exit inspection and quarantine bureaus directly under the State Administration of quality supervision and quarantine for administrative examination and approval.

According to the "decision of the State Council on canceling and adjusting a number of administrative examination and approval items" issued by the State Council on August 12, 2014, the State Council decided that the inspection license of import and export commodity inspection and appraisal business should be changed from pre approval to post approval. Foreign invested import and export commodity inspection and appraisal institutions shall obtain the approval of the AQSIQ and the Ministry of Commerce, and complete the industrial and commercial registration procedures according to law before they can handle the inspection and appraisal of import and export commodities.
